One of the common causes of this problem is the activation of the Shipping Option within the discount group.
As you can see in the image below, the Checkout button is currently disabled, and you may have also noticed that the shipping form is not visible, even if you have enabled it in the settings.
To display the shipping form on the cart page, you will need to identify the appropriate class where you want the form to appear. For instance, if you wish to add the form below the subtotal, you can target the class name of the subtotal to achieve this.
Here's how:
1. Go to Settings > Advanced Settings > Selectors and add the class name in the Shipping Rates Form Placement.
2. After saving, refresh your page and the Shipping Form should now appear on the cart page.
3. Fill up the necessary details and choose which shipping method you prefer.
4. You should now be able to click the checkout button.
